William Lucky Jr., of North Haven, turned himself in to Connecticut State Police on Tuesday, Jan. 23 for the shooting which took place on I-691 on Jan. 14 in Meriden.
According to the arrest warrant and information from State Police, Lucky admitted to shooting Middlesex County resident Scott Kracke, age 49, of Middlefield, during a confrontation on the side of I-691 in Meriden after a road rage incident.
A police investigation found that Kracke, driving a 2018 Nissan pickup truck was cut off in traffic by Lucky who was driving a dark sedan causing him to brake sharply.
Kracke then passed the sedan and "brake checked" the sedan making it stop quickly. He then pulled over on the right side of the roadway and got out of his truck to confront Lucky who had also pulled over, the arrest warrant said.
According to witnesses, the arrest report said Kracke began waving his arms and yelling at Lucky who was carrying a gun. As the argument escalated, Lucky said he pulled out the gun and fired several shots, fearing for his safety and that of a 3-year-old child in the vehicle with him.
Lucky then drove away, afraid Kracke would come after him again, the warrant said. He drove home where he dropped off a woman and the child.
He then drove with two other men to the Hamden Police Department where he told officers that he had "shot someone" during the road rage event.
In the arrest warrant, Lucky told investigators he didn't mean to shoot and couldn't believe that he had done so.
A complete investigation was performed, including interviews with witnesses and with the passengers in Lucky's and Kracke's vehicles.
The Connecticut Medical Examiner ruled Kracke's death a homicide, police said.
Following his arrest Lucky was charged with one count of murder and is being held on a $2.5 million bond.
